Commencing an Active Advertising Campaign

The United States is commencing an active advertising campaign to publicize a reward of up to $5 million for information leading to the location and apprehension of Fazul Abdullah Mohammed for murder and his role in the bombings of the United States Embassies in Dar es Salaam and Nairobi on August 7, 1998.

Fazul is accused of being part of an al-Qaeda network responsible for the U.S. Embassy bombings in Kenya and Tanzania, for the two terrorist attacks in Kenya on November 28, 2002, against the Paradise Hotel in Kikamabala, and a missile strike which barely missed an Arkia Boeing 757 with 260 passengers on board. The Embassy bombings left 224 dead and more than 5,000 injured, the overwhelming majority of whom were innocent Kenyans and Tanzanians.

This campaign is being conducted under the United States Government’s "Rewards for Justice" Program, an indispensable tool in bringing international terrorists to justice, including Ramzi Yousef, convicted in the 1993 World Trade Center bombing. More recently, information received through the program led authorities to the location of Uday and Qusay Hussein in Iraq. This program also has been used successfully to apprehend fugitives from the International Criminal Tribunal in Rwanda who were wanted for violation of international humanitarian law in the Rwandan genocide.

Fazul is believed to be somewhere in the East Africa or Indian Ocean region, including possibly in Madagascar or the Union of Comoros. He is 1m65 tall, weighs 63.5 kg, has short, brown, curly hair. He is of Comoran nationality and speaks English, French, Swahili and Arabic. He is in his early 30s, tends to dress casually and often wears a baseball cap.

The Government of the United States is pleased to have the assistance of the Government of Madagascar in establishing this program. We recognize this support as a clear indication of the rejection of terrorism by the Malagasy people and by the Government of Madagascar, and we appreciate the efforts of the Government of Madagascar to contribute to regional and global security.
